The newly elected president of Kazakhstan says he will write off bad loans held by as much as a sixth of the country’s population.

The debt forgiveness program is president Kassym-Jomart Tokayev’s first major policy announcement.

He is also planning a change in policy to end costly state bailouts of private banks.
