Rival Libyan officials hold talks abroad, Tripoli-based govt ministers visit Moscow

Leaders from Libya’s warring factions were reported to be traveling for separate talks abroad on Wednesday after the UN said earlier this week that both sides had agreed to resume ceasefire negotiations. The eastern Libyan National Army (LNA) of Khalifa Haftar has since April 2019 been attacking the Libyan capital of Tripoli, seat of the internationally recognized Government of National Accord (GNA).


GNA Prime Minister Fayez al-Serraj was expected in Ankara late on Wednesday, according to Turkish media. His deputy Ahmed Maiteeg and GNA Foreign Minister Mohamed Siyala had earlier in the day arrived in Moscow.


After talks with them, Foreign Minister Sergey Lavrov said that the presence of Russian prisoners in Tripoli was the main obstacle to cooperation between the countries. Lavrov reiterated Russia’s call for immediate ceasefire in Libya and dialogue of all political forces.


The GNA, supported by Turkey, has driven LNA out of several areas of the northwest in recent weeks. Haftar traveled to Egypt to meet defense officials, Reuters quoted a source close to him as saying on Wednesday.
